The Alabama Department of Human Resources (DHR) is designated by the Governor as the agency to administer certain federally funded child welfare programs. The Family Services Division (FSD) is responsible for the social service components of the Consolidated Child and Family Services Plan (CFSP) and the Annual Progress and Services Report (APSR), including those services funded through Title IV-B, the Chafee Foster Care Independence Program, and the Child Abuse Prevention and Treatment Act (CAPTA).

The Department of Human Resources (DHR) as the designated state agency, administers the CFSP and APSR based on the philosophy that children should be protected from abuse and neglect and, whenever possible, families should be preserved and strengthened in order to nurture and raise children in safe, healthy, and stable environments. The CFSP and APSR include information about the organization and structure of the Family Services Division, Principles of Operation, Child Welfare Services, Programmatic and Administrative Support, Financial Reports, and appendices.
