The Alabama Department of Human Resources is seeking qualified vendors to provide seventy-five (75) slots of Enhanced Transitional Living Services (ETLS) that are designed to bring the skill development and preparation offered through a Transitional Living Program (TLP) placement into whatever current placement a youth needing TLP services is residing. It will be expected when a youth is referred to a ETLS Vendor, the Vendor will provide specified services to help a youth prepare for living independently. These referrals would recognize the youth’s current placement offers them services to meet standard living needs, mental health, or behavioral needs, but are not designed to teach specific skill development needed for a youth to live on their own. Youth placed in contracted TLP or ILP would not be eligible for these services. Appropriate referrals for the ETLS Vendor include youth who based on their age or phase of care are in need and ready to learn and practice basic independent living skills who do not have access to a TLP placement. Youth must be at least 17 years of age and have permanency plan of APPLA for these services. 

A more complete description of the services sought for this project is provided in Section 3, Scope of Project. Proposals submitted in response to this solicitation must comply with the instructions and procedures contained herein.
