The Resource Management Division negotiates, manages and monitors the Department of Human Resources Social Service Contracts. These purchases of service contracts are those which the agency purchases programmatic services for agency clients from other government and non-government agencies and organizations, faith-based organizations and from individuals. Following the process of the bid law and upon selection, contracts are negotiated on the State and County level to meet identifiable local needs.

There are two major types of purchase of service contracts. They are a Cost Reimbursement and a Fixed Rate Contract. A Cost Reimbursement contract is a contract for the purchase of goods or services for which the contractor’s actual costs are reimbursed based on a detailed line-item budget approved by the Department. A Fixed Rate Contract is a contract for the purchase of goods or services for which the contractor’s costs are reimbursed on a fixed rate per unit of services.
