The ALABAMA DEPARTMENT OF HUMAN RESOURCES, (hereinafter referred to as
“the Department”) invites qualified vendors to submit a proposal to
provide two hundred fifty (250) statewide slots of Moderate Residential
Services to children in the custody of the state. These services must be
provided in a congregate care setting, and must consist of room, board
and an array of services for children with moderate and/or serious
emotional and/or behavioral management problems that interfere with the
child’s ability to function in the family, school and/or community
setting in other than a residential environment. Placements must be
limited to children whose needs cannot be met in their own home,
traditional foster home, basic residential care, or children who have
reached their treatment goals in a more restrictive setting and are
ready to be “stepped down”. Around the clock (twenty-four hour)
supervision is required for all children receiving Moderate Residential
Services. Twenty-four hour awake staff must be provided to ensure proper
supervision to prevent/respond to the following behaviors which include
but are not limited to: fighting at night, inability to sleep and
wandering around, attempting sexual contact with other residents,
attempted runaway patterns, etc. A more complete description of the

Project. Proposals submitted in response to this solicitation must
comply with the instructions and procedures contained herein.
