Pre-Proposal Conference Call
UPDATE APRIL 28: We have received reports from vendors that the registration link for the May 5 pre-proposal conference call is not working. In order to ensure that all vendors receive an invitation to the call, we will send out manual invitations and not require pre-registration.
Please have each attendee from your company send an email to Vicki Robinson (Vicki.Robinson@dhr.alabama.gov) and provide the following information:
- Name
- Email Address
- City and State
- Company Name
- Job Title
We will send a Microsoft Teams invitation to each email address received. Even if you have successfully registered for the conference call, we strongly encourage you to provide this information via email, as the registration link will likely not work. We apologize for this inconvenience.
ORIGINAL NOTICE: Vendors who plan to submit proposals for the SNAP/TANF Information System RFP released on April 11 must attend a Microsoft Teams pre-proposal conference call from 1:30-3 p.m. on Thursday, May 5.
DHR will provide a brief overview of the project’s goals and will review vendor questions received before the April 25 deadline.
The Alabama Department of Human Resources (ALDHR or State) is the state agency responsible for the administration of the SNAP and TANF programs, providing a vital resource to support family stability, safety, and independence for the state of Alabama. The purpose of this Request for Proposals (RFP) is to select a vendor to transfer a proven integrated information system that supports the application processing, eligibility determination, case management, and benefit issuance requirements for both its SNAP and TANF programs. The new SNAP/TANF Information System (STIS) will be designed to meet the requirements of the USDA Food and Nutrition Service Program (FNS), the federal agency that administers the SNAP program, as well as the US Department of Health and Human Services (HHS), with responsibility for the TANF program, in addition to the detailed ALDHR requirements described in Appendix F.
The Vendor shall provide services for the design, development, and implementation (DDI) of the STIS as well as ongoing maintenance and operational (M&O) support for the system for the remainder of the contract term. ALDHR intends for the selected Vendor to design, develop, test, implement, and maintain the System in an ongoing capacity. DHR’s Information Services Division (ISD), who has responsibility for the legacy systems described in this RFP, will be available for assistance during the Conversion/Data Migration phase of the project but will not be responsible for the maintenance and operation of the system moving forward.
The Vendor shall provide an integrated SNAP and TANF eligibility and benefits management system that is transferred from another state or local government that can be configured, modified, or enhanced to support the detailed requirements as described in this RFP. The proposed transfer system must have been fully operational statewide in the transfer state for twelve (12) months. (See RFP attachment for complete project overview).
