The Department of Human Resources is responsible for prescribing and publishing minimum standards for licensing and approving all child care facilities. Any person, group of persons or corporation who or which receives children or arranges for the care or placement of one or more children unrelated to the operator shall apply and meet the Minimum Standards for Child-Placing Agencies in order for a license to be issued by the Department.
