The ALABAMA DEPARTMENT OF HUMAN RESOURCES seeks a qualified vendor to administer the Fostering Hope Scholarship Program (FHS) and the Alabama Education and Training Voucher Program (ETV) through the Alabama Education Assistance Programs (AEAP).
Under the Alabama Educational Assistance Programs, financial assistance is provided from state and federal funding to eligible youth who are enrolled in a post-secondary certificate or undergraduate (associate or bachelor’s) degree program. Alabama ACT No. 2015-121 provides the Department with state funding through Fostering Hope Scholarship Program (FHS) to cover tuition and required fees for eligible current or former foster youth in Alabama. Under the Promoting Safe and Stable Families Amendments of 2001, the Department receives annual federal funding through the Alabama Education and Training Voucher Program (ETV) to assist eligible foster youth and former foster youth so they can pursue studies at colleges, universities and vocational training institutions. For Alabama, ETV allows for the Department to expand and supplement assistance to the eligible youth to begin, continue or complete their educational and vocational goals.
